Sunlynn Consulting Ltd. is a leading consulting firm. We offer a wide range of consulting services to public sector. We are currently seeking a Business Analyst with IT/IM project experience to join our team. This role will be working for IMB, Ministry of Transportation and Infrastructure of BC in office or remotely.
Service Requirements:
Primary Services and deliverables required include but are not limited to the following examples:
a) Liaise with working groups to determine requirements and document as required according to the IMB SDLC or Agile deliverables or other methodology as required;
b) Develop and/or update business process diagrams;
c) Develop detailed business requirements and/or user stories;
d) Conduct or participate in workshops and requirements/user story gathering sessions;
e) Assist with facilitating working group sessions, discussions, tracking and documentation;
f) Analysis and documentation of requirements for user interface gap analysis and design;
g) Assist with project planning, including backlog management, if applicable;
h) Assist with the Ministry and OCIO standard privacy and security process and policies. Ensure privacy and security deliverables include business specific details;
i) Assist with development of Privacy Impact Assessments (PIA);
j) Assist with development of Security and Threat Risk Assessments (STRA);
k) Assist with development of Deployment Plan documentation;
l) Participate in Data Migration Plan development and execution;
m) Develop test strategies;
n) Develop test plans;
o) Develop test cases and lead execution;
p) Develop user acceptance testing, toolkit and oversight; and
q) Participate in Terms of Acceptance documentation.
Other Services and deliverables may be needed, examples include but are not limited to the following:
r) Assist with development of current solution architecture;
s) Assist with development of solution abstracts;
t) Assist with development of business process architecture;
u) Assist with development of conceptual data models;
v) Assist with development of environmental scans and gap analyses;
w) Participate in preliminary technical analysis;
x) Develop Responsibility Assignment (RACI) models;
y) Conduct stakeholder analysis;
z) Liaise with a COTS Contractor on changes to a COTS solution;
aa) Conduct and document interviews;
bb) Assist with transition plans;
cc) Develop training toolkit;
dd) Develop end user training; and
ee) Participate in Project Close Out activities such as documenting Lessons Learned.
Experiences Requirements·
A) Candidate should have the following knowledge, skills, and abilities:
a) Ability to lead multi-discipline teams in business transformation initiatives to align business systems with new business processes, using application portfolio management techniques, and have provided and followed a plan to transfer the business from the “as is” structure to the “to be” structure;
b) Knowledge of business process re-engineering;
c) Knowledge of change management;
d) Identify, define, model and document business needs, including the ability to:
i. model and document technical solutions,
ii. develop and present business cases including feasibility studies, risk assessments and cost benefit analysis of solution alternatives,
iii. define and document product and funding for development and ongoing support,
iv. develop presentations, reports and submissions required by clients to secure approval and funding from Executive or Treasury Board, and develop work plans;
e) Interact professionally and productively with a wide variety of people in diverse roles (e.g., executives, contractors, technical experts, naïve users) to develop and implement:
i. automated business processes,
ii. service agreements with service consumers and suppliers,
iii. appropriate service management processes,
iv. training/educational materials,
v. application maintenance support;
f) Manage the quality of the delivered business solution to ensure it meets the quality expectations:
i. ensure structure, design and development of the deliverables is in compliance with applicable standards,
ii. monitor/control project progress, resource usage and cost, and
iii. ensure performance of technical reviews and audits and obtain required approvals before implementation;
g) Considerable tact, professionalism and diplomacy as the Consultant will have interaction with stakeholders, vendors, professionals and various levels of employees in a government setting;
h) Superior written and oral communication, interpersonal, influence and negotiation skills to properly represent the ministry and its business interests;
i) Work with a team co-operatively within diverse or work groups, including the ability to understand and respond effectively to other team members with diverse views;
j) Problem solves effectively by giving shape and direction to issues, ideas, information and deliver high quality work in a timely manner. Use analysis and evaluation skills on high profile and/or complex matters. View client issues from various points of view and driving factors. Assess, weigh and manage risk. Willing to view problems as opportunities;
k) Comprehends a situation analytically by breaking it down into its components and identifying key or underlying complex issues. It implies the ability to systematically organize and compare the various aspects of a problem or situation and determine cause-and-effect relationships (“if...then…”) to resolve problems in a sound, decisive manner. Checks to ensure the validity or accuracy of all information; and
l) Promotes innovation to improve project success and performance by doing or promoting new ways of doing things.
B) Candidate should have following experience:
Experience delivering at least two IM/IT projects within the past eight years that clearly demonstrate experience in all of the below listed skill sets. It is not required that each project demonstrate all of the skills required, but that across the projects provided in the submission, the experience below is met.
The number of required years of experience is a minimum. Additional years of experience beyond the minimum will result in additional points being awarded.
a) Three years of experience identifying, defining, modelling and documenting business needs, including modelling and documenting technical solutions;
b) Three years of experience interacting professionally with a wide variety of people in diverse roles (e.g., executives, contractors, technical experts, naive users) to develop and implement automated business processes, and at least one of: service agreements with service consumers and suppliers, appropriate service management processes, training/education materials and application maintenance support;
c) Three years of experience managing the quality of the delivered business solution to ensure it meets quality expectations;
d) Two years of experience leading multi-discipline or single discipline teams in a business initiative to design and align new business systems with business processes;
e) Two years of experience creating and following a change management plan to move from the “as-is” to the “to-be” state;
f) Two years of experience reporting to senior managers;
g) Two years of experience having managers and senior technical and business staff assigned or contracted to the project reporting to or working collaboratively with the Consultant; and
h) Two years of experience managing effective communications with project stakeholders at all levels from diverse business units.
C) Experience with the following is preferred and will result in additional points being awarded.
a) One or more years of experience working with the public sector to deliver IM/IT solutions.
b) One or more years of experience with providing business analysis services for government transportation systems projects relating to National Safety Code standards (as interpreted by any province or territory) for commercial carriers and drivers.
c) One or more years of experience with providing business analysis services to deliver IM/IT solutions using Agile methodologies.
d) One or more years of experience with providing business analysis services for IM/IT projects relating to camera, image and video management, and related data collection techniques.
e) One of more years of experience with providing business analysis services in the configuration and implementation of a Cloud-based or Software-as-a-Service solution.
